Openness and freedom of expression do not guarantee the existence of mutual respect. Threats to religious freedom continue to happen in front of our eyes. The wave of heresy cases against groups with religious beliefs which differ from the mainstream is constant. Ironically, in many cases, government agencies actually permit intolerance or discrimination. This is a serious threat to human rights (HAM) and it is happening in this time of so-called openness and freedom. Therefore, as a first step in our efforts to eliminate all forms of religious discrimination, it is urgent and essential to monitor human rights (HAM) related to religion and belief.
Fahmina Institute in cooperation with PBHI West Java, LBH and GKP Bandung, Desantara and the Young Intellectual Network Muhammadiyah (JIMM) West Java have formed a network (Jaker) in order to monitor discrimination on the basis of religion and belief in West Java. Monitoring work is carried out by volunteers from each of the network’s member organizations, and run by the Management Team which was formed collectively in Bandung. Initially, this program will run for 18 months starting from September 2007.
The focus of this monitoring includes monitoring of different cases of abuses of freedom of religion and belief, as well as of government regulation which is intolerant and discriminatory. In addition, the monitoring consists of identifying and working with groups that are vulnerable to discrimination. It also includes gathering data on religion and beliefs in West Java. “Results from the monitoring process will become the basis for advocacy measures at the local, national, and also international level”, said Rosidin, the coordinator of the monitoring program.
